Taiwan: Kinmen to hold casino referendum in October

According to the Offshore Islands Development Act, six areas outside Taiwan’s main island coast are allowed to hold a local plebiscite to decide whether to build casinos, and the proposal will be considered passed as long as the valid ballots of the pro side reach 50 %.
A Kuomintang (KMT) official filed a petition with the Kinmen County Government to hold a referendum on legalizing gambling in Kinmen and allowing the establishment of tourist casinos. A total of 6,207 signatures endorsing the proposal will be passed to the Central Election Commission (CEC) and Kinmen will be expecting its very first referendum if the petition passes the screening.
The registered number of residents of Kinmen is about 140,000, with the actual population living in the island is only 60,000. If the referendum is held, phantom voters will play the key in the poll.
