According to Pagcor's official report, this new type of license refers to an offshore gaming operator that accepts and/or facilitates wager on regulated gaming events such as, but not limited, dog and horse races and provides to its costumers live event audio and/or visual feeds of such regulated gaming events, and such events are regulated by foreign governing body.
This type of license would apply only to operators that are taxed or otherwise contractually required to pay a certain percentage of their gross gaming revenue for right to live audio and/or visual feed, and/or betting pool access by that governing body or by content right holders subject to the authority of such governing body.
Offshore licence applicants must prove that they are adhering to the tax regime of their respective tax jurisdiction in order to qualify for the new license.
