This week, President Horacio Cartes has pronounced Óscar Ramón Portillo Martínez new president of the National Commission on Gaming (Conajzar), via a decree. Óscar Ramón Portillo Martínez, successor of Javier Balbuena, was a legal advisor of the Paraguayan Organization for the Intermunicipal Cooperation (Opaci) and is close to the political advisor of Horacio Cartes, Basilio “Bachi” Núñez. He also worked as a Financial Director for the National Transit Agency.
One of the main challenges Portillo Martínez is facing is improving Conajzar's image, after the criticized process the organization led to grant Daruma Sam its license to exploit sports betting. The bidding was criticized by the General Comptroller of the Republic, who requested the process be stopped when the irregularities allegations arose.
