Paraguay Gambling Commission officials explained the proceeds are allocated among different entities. Fifty percent goes to the National Sports Secretary and the remaining is distributed among departments, districts, the national welfare system, and the treasury.

Daruma Sam SA, who operates under the domain Aposta.La, is the only authorized online betting company that contributes to Paraguay’s tax system and generates USD 4,000,000 annually. The company’s license became effective in 2018 and will expire in 2023.

José Ortiz, who represents the Ministry of Finance before the country’s gambling authority, the Comisión Nacional de Juegos de Azar (Conajzar), revealed that the company contributes, on average USD 324,854 a month, or USD 4 M a year". However, Ortiz also pointed out that there are many illegal operators in the country: "There are at least three other companies who are currently operating without authorization."

"We have games being offered without authorization and the regulations in force are too weak to change that. We are hoping that the parliament will analyze a bill that will adapt and update a law that is now obsolete," Ortiz concluded.
