On May 17, the Ho Chi Minh City (formerly, and still commonly, known as Saigon) People’s Committee held a meeting where a proposal seeking to allow casinos in hotels of five-star rating and above, and major tourist destinations, was submitted, in an attempt to boost the economy and promote tourism investments. The proposal also seeks to change the age limit to gamble.
According to the proposal, all citizens of 18 years old and above, with full capacity for civil acts and enough financial capacity, should be allowed to play in these venues.
In the past, only foreigners were allowed to play at casinos in Vietnam. However, as of 2017, citizens 21 years old and above were permitted to play as part of a trial measure, given they can prove a monthly income of at least VND 10 million ($432.25), or be subjected to personal taxes of at least 15%, as reported by VN Express International.
HCMC is also proposing to the National Assembly to expand the list of countries with visa exemption, apply e-visa policies, and extend the temporary stay duration for foreign tourists from 15 days to 30 days.
In order to boost the economy, the city is also proposing that the Ministry of Culture, Sports, and Tourism issue policies regarding tax and fee incentives. Additionally, the city proposed for karaoke parlors, bars, and dance clubs in tourism accommodation facilities with four stars and above to be open without a time limit.
