Thailand eyes legalization of online gambling amid economic push

The Thai government has announced plans to explore the legalization and regulation of online gambling, marking a significant shift in the country’s approach to a thriving underground industry. 

The initiative, led by Deputy Prime Minister Prasert Jantararuangtong, includes a feasibility study set to be completed in the coming months, with discussions involving multiple government ministries to ensure the necessary legal amendments are made.  

Prasert emphasized the economic potential of the move, stating: “Online gambling platforms see massive amounts of money pass through them every day, which, if taxed properly, would be good for the economy.”  
 
Thailand’s underground online gambling market is reportedly accessed by 4 million residents daily, a scale that presents both challenges and opportunities. The government aims to address associated societal issues, including the exploitation of youths in fraudulent activities, while boosting tax revenues and enhancing player protections.  

The push for online gambling regulation has gained high-profile support from former Prime Minister Thaksin Shinawatra. In a recent campaign speech, Thaksin highlighted the benefits of regulation, suggesting a minimum gambling age of 20 years. However, Deputy PM Prasert confirmed that age limit policies have yet to be officially discussed, as per The Bangkok Post.
 
The move to legalize online gambling coincides with the government’s broader efforts to establish integrated resorts (IRs) by 2029. The Entertainment Complex Bill, currently in the legislative pipeline, seeks to permit large-scale venues combining casinos with entertainment amenities. Officials project the bill’s passage by mid-2025, with permits planned for Bangkok, Pattaya, Phuket, Chiang Mai, and other key tourist destinations.  
 
Legalizing online gambling is seen as part of a comprehensive strategy to modernize Thailand’s gambling industry, creating new revenue streams while addressing longstanding societal concerns.
