Thailand's minister of transport identifies Bangkok Port as potential casino site

Suriya Jungrungreangkit, Thailand's minister of transport, has identified Bangkok Port as a potential site for a casino project. The facility in the country's capital is seen as a viable option since it covers a sizeable plot of land with scenic river views and can be transformed into a yacht marina, Jungrungreangkit told the Bangkok Post.

The minister further announced that a committee will be formed to study the feasibility of developing casino complexes at various port locations, although decisions regarding specific locations, including alternatives such as Laem Chabang or Pattaya, will ultimately rest with a national committee.

Jungrungreangkit's remarks follow the Thailand cabinet's recent approval in principle of the Entertainment Complex Bill, which would allow casinos to operate within large entertainment venues that include hotels, convention centers, and amusement parks. 

The current draft bill proposes casino licenses running for 30 years, with a potential renewal for a further 10 years. An investment of at least THB100 billion ($2.88 billion) would be required for each resort.

Thailand's Council of State, an advisory body on the country's laws, has been given 50 days to finish reviewing the casino legalization bill before the proposal is sent to the lower house of the National Assembly for discussion.

The potential regulation of casino gambling has been touted as a major catalyst for tourism and additional revenue. Former Premier Thaksin Shinawatra, a prominent supporter of gambling legalization, has suggested the initiative could generate annual government revenue of up to THB100 billion ($2.88 billion).

The Thai government argues the country is missing out on opportunities already being captured by neighboring countries with established casino industries. Prime Minister Paetongtarn called entertainment complexes “Thailand’s new man-made tourist destinations” and emphasized their potential to create jobs and generate income.

The legalization prospects haven't gone unnoticed, with many international casino operators having publicly flagged interest in investing in Thailand. Melco Resorts & Entertainment is the latest to join this group, having opened a representative office in Bangkok to explore potential opportunities in the country.

However, the proposal has also drawn public opposition, with a recent survey by the National Institute of Development Administration revealing that 59% of respondents oppose entertainment complexes and casinos. The poll, which surveyed 1,310 people, also revealed that 69% of respondents were against online gambling legalisation.
