Georgia lawmaker introduces Senate bill to legalize sports betting

Sen. Billy Hickman has introduced Senate Bill 208 to expand the Georgia Lottery’s authority and allow it to oversee sports betting. The bill accompanies Senate Resolution 131, which seeks a constitutional amendment to legalize sports wagering.

Efforts to legalize sports betting in Georgia have previously stalled due to disagreements on the approach. A constitutional amendment requires a two-thirds majority in both legislative chambers, followed by approval from voters in a statewide referendum. 

If voters pass SR 131, it would require additional enabling legislation, such as SB 208, to establish the industry’s regulatory framework.

Some lawmakers argued that a constitutional amendment is unnecessary, but bipartisan support will be crucial for any proposal to succeed. In past years, partisan divides have halted progress on sports betting legislation.

If approved, the Georgia Lottery would oversee sports betting, issuing up to 18 licenses to professional sports teams, PGA Tour, Augusta National, NASCAR, or entities approved by the National Steeplechase Association. Sports betting revenue would be taxed at 25%.

Supporters, including Sen. Brandon Beach, have urged lawmakers to act, calling past inaction “shortsighted.” Meanwhile, Gov. Brian Kemp has remained neutral but acknowledges the potential benefits of a regulated industry.

A University of Georgia poll found that 63% of residents support legalized sports betting. Additionally, a GeoComply report revealed that nearly 300,000 sportsbook accounts attempted to log in from Georgia during the 2024 NFL season, a 101% increase from the previous year.

The bill now moves to the Senate for consideration.
