New Hampshire lawmakers push to legalize video slot machines for revenue boost

New Hampshire lawmakers are moving forward with a plan to legalize video slot machines, hoping to generate additional state revenue. The state currently allows only historical horse racing machines, which resemble slot machines, as part of its charitable gaming program.

Supporters of the proposal estimate that legalizing video lottery terminals could bring in approximately $65 million per year, WMUR9 reported.

"They have a faster game time, and they're allowed to make more revenue on a daily basis," said State Rep. Joe Sweeney, R-Salem. He added that legalizing these machines would increase funding for charities, boost the state's education trust fund, and provide additional support for general fund obligations.

A portion of the new revenue is expected to help fund one of Gov. Kelly Ayotte’s key initiatives—reversing decade-old cuts to a first responder retirement plan.

"The money goes to support charities and the police retirement, which I think is an excellent cause," said Charlie McIntyre, Executive Director of the New Hampshire Lottery. "How it gets spent is a decision for the folks elected. I work in the executive branch. We just make money, and you folks spend it."

Although casino gambling in New Hampshire originated as charitable gaming, some lawmakers believe that if video slots prove highly profitable, the state may consider reducing the percentage of revenue allocated to charities, which currently stands at 35%.

"I don't think if the pie keeps growing that we can never ever start reducing it," said State Rep. Daniel Popvici-Muller, R-Windham.
