Pixbet Soluções Tecnológicas has been granted a definitive license to operate fixed-odds betting in Brazil, following a period of regulatory uncertainty. The authorization, issued under Ordinance SPA/MF nº 806/2025 by the Secretariat of Prizes and Bets (SPA), will remain valid until January 5, 2030.
The development comes shortly after Pixbet was included among four operators whose provisional licenses were suspended by SPA for a period of 90 days. Alongside Pixbet, the licenses of TQJ-PAR Participações, 7MBR LTDA, and Caixa Lotteries SA were also put on hold.
The regulator cited failure to submit complete technical certifications and insufficient integration with financial intermediaries. However, the suspension was swiftly challenged in court.
Federal judge Anderson Santos da Silva, presiding over the 2nd Court of Justice of the Federal District, ordered a halt to SPA’s suspension after the affected operators filed writs of mandamus. Pixbet argued that it had submitted three out of four required documents within the deadline and filed the remaining document shortly before the suspension was enforced.
SPA had alleged that the operators in question violated Article 3 of Ordinance SPA/MF No. 2,104, which outlines mandatory certifications for platform infrastructure, betting systems, IT security, and server integrity.
Under Brazil’s new federal gambling regulations, which took effect on January 1, licensed operators were required to submit all technical certifications by January 30 via the government’s SIGAP platform. The rules mandate that such certifications be verified by approved independent testing bodies.
Pixbet, a prominent presence in Brazil’s sports sponsorship landscape as the front-of-shirt sponsor for CR Flamengo, previously held state-level licenses from Rio de Janeiro’s LOTERJ and Paraná’s Lottopar. The newly granted federal license now positions the company to operate nationally under the centralized framework.
Other operators affected by the temporary suspensions include TQJ-PAR Participações, affiliated with television network Grupo Silvio Santos, which operates betting brands such as Bingo Bank, TeleSenaBet, and Bet do Milhão.
Caixa Lotteries SA, the federal lottery operator, plans to enter the market later this year with CaixaBet and Megabet. 7MBR, with its esports-focused platform Cbet (cbet.gg), maintains a relatively low profile in the market.
To date, SPA has issued full licenses to 43 companies that have met all regulatory requirements.
Separately, the Brazilian Ministries of Justice and Public Security (MJSP) and Finance (MEF) recently mandated that all SPA-licensed gambling operators register with the consumer dispute platform Consumidor.gov.br.
Managed by SENACON, the national consumer agency, the platform is designed to facilitate the resolution of disputes between consumers and gambling operators. SENACON has cautioned that operators who fail to register or comply with consumer protection rules may face penalties under the new regulatory regime.
