Peru: Yuri Guerra Padilla appointed Director of the General Directorate of Casino Games and Slot Machines

The Vice Minister of Tourism of Peru, Madeleine Burns, has announced that following the departure of Eduardo Sevilla from the General Directorate of Casino Games and Slot Machines, the current director of Control and Sanction of the entity, Yuri Guerra Padilla, will assume the position of gaming regulator in the country.

In an exclusive interview with Yogonet, Vice Minister Burns said that Guerra Padilla will take the reins of the Peruvian regulatory office until an official replacement for Sevilla Echevarría is defined. However, she did not rule out that the current Director of Control and Sanctions could remain in the position.

It should be noted that, through Ministerial Resolution 044-2024-MINCETUR, the Peruvian Ministry of Foreign Trade and Tourism (Mincetur) made official the departure of Sevilla Echavarría from the regulatory office almost two years after taking office, replacing former regulator Manuel San Román.

Prior to becoming a Peruvian regulator, Eduardo Sevilla held various positions in the tourism sector, such as general manager of the National Chamber of Tourism (Canatur), national superintendent of Migration, and national director of Tourism.

According to Mincetur's website, Guerra Padilla is an electronic engineer with a master's degree in Public Management, a diploma in Information Security Management Systems, and postgraduate studies in Telecommunications Engineering, specializing in new information technologies.

In addition, he has received training from Gaming Laboratories International, LLC, (GLI University), the Catholic University of Peru, and The Gaming Standard Association on topics related to software, hardware, and electronic gaming devices of slot machines, Online Systems, and Progressive Systems.

"He has more than fifteen years of work experience in the Public Sector. In Mincetur, he has worked as Director of Control and Sanction, Electronic Engineer IV, and Electronic Equipment Technician II", Mincetur added.

It should be noted that the departure of Sevilla from the Peruvian regulatory entity takes place after the enforcement of the regulation of Law 31.557 modified by Law 31.806, which regulates remote gaming and online sports betting, and establishes a special gaming tax of 12% of the net profit of the operators.

Furthermore, it occurs during the time window opened by the Mincetur for the companies that operate online games and sports betting to present, in a virtual way, an application to be granted authorization. The period will run until March 13.

To date, four international certification laboratories and 20 service providers linked to the industry have already received the necessary accreditation to operate. These include companies such as Gaming Laboratories International (GLI), BMM Testlabs, Asensi Technologies and VirtualSoft.
